Professional Interests
Environmental law and policy, land use planning, local land use decision making processes. Ph.D. Dissertation title: Opportunity Lost: Choosing Sprawl.
Clay's experience includes 10 years of land use planning, municipal law, and related academic work. His current research examines the disconnect between stated community goals related to protection of natural resources and community character and the implementation of these goals through local land use decisions. The research employs the policy sciences approach to policy decisions examining not only the political processes, but also the social and normative aspects. The overall goal of his work is to raise awareness of the local decision process, highlight the needs that local community's have for better planning, and provide a stepping stone for more effective engagement between researchers, citizens, and all levels of government.
