1.0 CALL TO ORDER Cucina

2.0 APPROVAL OF AGENDA WITH Add-ons & PERMISSION TO DEVIATE Cucina
2.01 Request for agenda add-ons (time permitted)
May Retreat will be held on 5/24/10 in the Frost Academic Commons from 10:00-2:00pm. Coffee and pastries will be available for the morning and a lunch will be provided in the afternoon. Fred Bramante has been invited as a guest speaker to share his vision of education in the 21st Century. He has not yet responded.
3.0 APPROVAL OF CONSENSUS ITEMS
3.01 Minutes from March 15, 2010 meeting Cucina
Approved
Mary Campbell reported that the exit grade for student teachers would not be in effect until next year’s catalog. This should be reinforced to students in Seminar 1, and a statement should be put on the Road to Teacher Certification form that describes what “eligible for certification is.”
Disposition: The OTC will include this on the paperwork for the Gates beginning in academic year 2010-2011. Additionally, Kathy Vestal will add this component to Seminar 1.
4.0 DISSCUSSION ITEMS
4.01 Proposed common American Disabilities Act (ADA) statement McCormack
for all teacher certification syllabi
MOTION: To include the following statement on all Teacher Certification Syllabi:
Plymouth State University is committed to providing students with documented disabilities equal access to all university programs and facilities. If you think you have a disability requiring accommodations, you must register with the PASS office in Lamson library (535-2270). If you have a Letter of Academic Accommodation for this course from the PASS office, please provide the instructor with that information privately so that the accommodations can be reviewed.

MOTION APPROVED 8-0-0 (5 absent)
The council would like to share this motion with all departments with hopes of getting this statement on all syllabi, and not limit it to teacher certification classes.
DISPOSITION: Louise McCormack will share this statement with the Curriculum Committee and Academic Affairs. Christy Sweeney will have this motion reviewed at the next Graduate Council meeting and all Council of Teacher Education members will share this statement with their individual departments to help spread the word.
4.02 Woodcock Johnson Cucina
A discussion was had regarding the Woodcock Johnson Test which is a one-on-one verbal test that can be taken as an alternate for Praxis I if the student has difficulty passing it. The NHDOE has mentioned that we are the only institution in the state that uses the Woodcock Johnson test on a regular basis. It was proposed that we stop accepting this alternate test all together. It was also mentioned that prior to requiring students to take the Praxis I test, SAT scores were accepted. It was unknown as to when this change occurred. It was decided that more information needed to be collected on this topic and it will be discussed again at the next CTE meeting.
DISPOSITION: Irene Cucina is going to ask the state why the SAT option was removed and will provide a report to the CTE in the fall.
4.03 Track-Dat Training Cucina
There is a two day TracDat Training session that will be held on May 25th from 9:00-3:00pm and on May 26th from 10:00-2:00pm. This is an assessment management system that PSU has purchased for use across all programs. The TrackDat software will work with Banner and will help to the University: 1) collect data; 2)make tables; and 3) aggregate/disaggregate data. Please make sure that one person from each teacher certification/professional preparation program is represented for this two day training session. You will need to bring one of your programs 6-8 NCATE assessments and the rubric that is used within your program (dispositions, practicum evaluation, etc). An email will be sent out soon to find out who will be attending.
4.04 Standard Based Portfolios Cucina
Standard Based exit folios is where we are verifying that students meet their content standards which comes from the state CTE and State board of Ed. Part of the laws (rules) that are being passed, will have you signing off saying you or the Clinical Faculty has seen that student has met all the standards. Provost Bernier is looking to put an initial folio course in the teacher education budget.
4.05 NH Summit on Redefining Educator Development Cucina
for Digital Aged Learners (May 26th-28th)
The PSU team will include: Mary Earick and Mary Cornish (Early Childhood Studies); Marianne True and Gerry Buteau (Childhood Studies); and Christie Sweeney (CoGs). A report of the Summit will be made at the Sept CTE meeting.
5.0 OLD BUSINESS/ANNOUNCEMENTS
5.01 Out-of-state Student Teaching Policy Cucina
The OTC has had 4 or 5 students’ student teach out of New Hampshire. Prior to approval the following is examined: 1) the number of semesters a student has been at PSU; 2) their GPA; 3) financial hardship; 4) the coordinators approval; and 5) the ability to hire a Clinical Faculty and secure a good site in the area the student is requesting.
It was mentioned that out of state placements might help some of the secondary majors to find suitable placements.
DISPOSITION: Irene Cucina is going to research whether we can make this an option in the future.
5.02 Update on NCATE Cucina
5.03 Update on State review Cucina
The state is meeting to discuss the review duplication between State and NCATE. They may make it possible for the crosswalk to cover all that the state is looking for.
