Policies for Requesting Transcripts

The University will provide transcripts without additional charge to students subject to the following conditions and restrictions:

Requests for transcripts must be in writing and must include the name of the student, all former names (if any), social security number, years of attendance at PSU, home address, the address to which the transcript should be mailed, and the student's signature. A daytime telephone number could also be helpful. A transcript request form may be printed from the web or picked up at the Office of the Registrar.

Transcripts are processed and mailed within 1-2 weeks after the written request has been received. Transcript requests are processed on a first-come first-serve basis.

We accept faxed requests for transcripts, but we DO NOT fax transcripts, acknowledgements of receipt of requests, or hold notices. Faxed requests must include the signature of the student.

We do not accept scanned and e-mailed transcript request forms, and will not scan and e-mail transcripts.

Students requiring express delivery service are responsible for delivery costs and should contact the transcript clerk regarding arrangements for payment and pickup.

We do not prepare transcripts for any student who has an outstanding financial obligation to the college. We will notify the student of a financial "hold" and keep the request until the hold is released by the originating office or for 90 days, whichever comes first. If the hold is released within this time, the transcript will be sent. If the hold is not cleared within 90 days, we will void the request, and the student must submit a new request after all holds are released.

Transcript requests are good for one time only. You must submit a new request each time you wish to have your transcript sent.

Only the student may order a transcript sent to a third party; we do not honor requests from parents, spouses, relatives, or others. Only those authorized under the provisions of the Family Educational Rights and Privacy Act (20 U. S. C. 1232[g]) may have access to transcripts.

For students with both an undergraduate and graduate record at PSU, we will automatically send both records unless the student requests in writing that one record or the other be sent.

Restrictions:

  • Students requesting unofficial transcripts may receive no more than two unofficial copies per one- year period.
  • Students requesting sealed official transcripts mailed to themselves may receive no more than six official transcripts to themselves per one-year period.
  • Students requesting official transcripts mailed to third parties may have no more than twelve official transcripts sent to third parties per one-year period.
  • After a limit of transcripts per one-year period is reached, a charge of $3.00 per transcript will be assessed.

We reserve the right without prior notice to discontinue providing transcripts at no additional charge and to change this policy as we deem necessary at any time.
