Tracy Claybaugh was appointed PSU’s Vice President for Finance and Administration in February 2018 after serving as Interim Vice President for Finance and Administration since July 1, 2016. Tracy has over twenty years of executive leadership experience in non-profit accounting, budgeting, contract administration, project management, compensation, risk management, campus facilities, university real estate accounting, and research administration.

Tracy’s proven business experience was forged while working in the private sector at Brand Scaffold, where she was responsible for the accounting of a multitude of cost intensive construction projects in a variety of manufacturing and energy industries. Most notably, Tracy was responsible for project management and accounting for multimillion dollar oil refinery projects. After a number of years in private-sector accounting, Tracy began her higher education financial career at Wilmington College in the late 1990s. While at Wilmington Tracy developed and implemented a campus-wide asset tracking system, improved financial aid audit processes, and refined the school’s accounting operations. After her tenure at Wilmington College she accepted a position as Director of Finance & Registrar with the Center for Advanced Manufacturing & Technology, a technical college in her home state of Pennsylvania. At a time of institutional transition, Tracy oversaw the integration of new financial accounting software and developed the supporting finance policies and compliance guidelines.

In 2004 Tracy was named Financial Officer at Penn State University, The Behrend Campus. Responsible for a $52m operating budget and capital asset management, Tracy worked closely with campus leadership, developing reporting models that improved campus-wide awareness ­­­­and shared accountability for Behrend’s financial sustainability. Tracy also played a role in training newly hired Financial Officers across the Penn State system.

Tracy has a B.S. in Accounting from Waynesburg College. Working closely with industry leaders and leaders in academia throughout her career, Tracy has a successful track record of facilitating major institutional change initiatives.
